Regulatory Support for Renewable Energy and Carbon Reduction: Can We Resolve the Tensions Among Our Overlapping Policies and Roles?

This presentation addresses four areas of concern: multiple policies that overlap and conflict; multiple regulatory roles, some in tension with each other; a blurry boundary between the legislative and regulatory spaces; and the irritability of an impatient public.  It closes with thoughts on the proper allocation of roles between the executive, legislative and regulatory branches.
