Broadband's Role in Smart Grid's Success: Seven Jurisdictional Challenges

Smart grid decisionmakers are determining whether, where, how, and when to integrate broadband networks to support smart grid connectivity.  This effort will require clear guidance from policymakers:  guidance about performance expectations; and about the roles, responsibilities, and rights of incumbent electric utilities, alternative power suppliers, telecommunications companies, and other service providers.  The problem is that regulatory jurisdiction is spread over four national entities (Federal Communications Commission (FCC), Federal Energy Regulatory Commission (FERC), National Institute of Standards and Technology (NIST), and Congress) and multiple state agencies in 50 states.  This paper, published by the National Regulatory Research Institute, addresses seven questions policymakers must answer consistently for the effort to succeed.
